The legislation also seeks to prevent and control the spread of HIV and AIDS and and creates mechanisms for redressing the complaints of persons infected with HIV and AIDS. Maintaining that the Bill was 'people centric', the minister said it strengthened the rights of the people infected with HIV. "It is not the case that before coming of this bill, these people (infected with HIV ) were not empowered. The Bill lists various grounds on which discrimination against HIV positive persons and those living with them is prohibited. Asserting that there would be no discrimination against persons infected with HIV, Nadda said "whosoever who does not adhere to the provisions of the bill will be penalised.

The "historic" and "people centric" legislation will strengthen rights of people infected with HIV, Nadda said. The Lok Sabha on Tuesday passed a crucial bill that ensures equal rights to the people affected by HIV and AIDS in terms of getting treatment, jobs or admissions to educational institutions. Nadda said the government will also promote research to check the spread of HIV virus and come out with aggressive strategies, especially in high risk areas. The legislation, he added, has provisions to safeguard the property rights of HIV positive people.
